Monster named Steve DeLisle as chief technology officer. DeLisle, who will join the company on October 22, will be responsible for all aspects of the global technology organization, including infrastructure, business applications, security, product engineering and architecture.

The Oracle Applications Users Group named Ragan Cohn as its new executive director. Cohn will advise and assist the board of directors on matters of strategy and ensure that all operational, financial and member-experience initiatives are successfully executed.

Rocketrip, an employee engagement platform for business travel, said Sandeep Chand has been made the company’s chief technology officer. He joins from WorkStride, where he served as Vice President of Engineering. He will lead Rocketrip’s engineering team to optimize the company’s current services and identify future opportunities.

Consulting firm Mercer appointed Mark Chronister and Larry Chim to leadership roles in its Dallas office. Chronister will be Central Market Large and Jumbo Employer Team   Leader, reporting to Ryan Ramsey, Central Market Business Leader. Chim takes on the role of Dallas Health Office Business Leader.

Sean Gilligan was promoted to president of Harvey Nash USA’s technology recruitment division for North America. Gilligan started as a recruiter in the company’s New Jersey office 10 years ago and has held multiple roles throughout the organization. He was instrumental in launching the company’s Enterprise Talent Delivery Model.

Aetna named Michael A. DiSimone to be the new president and CEO of PayFlex. He joins from Aetna’s HR organization, where he currently holds the position of vice president, Global Business Solutions. DiSimone’s responsibilities will focus on leading the organization’s strategy and operations across its portfolio of health financial services solutions.

Executive search firm JBK Associates International hired Paul Stefunek as managing director. He joins JBK with 25 years of senior-level search experience, most recently with ZRG Partners, where he was managing director, and DHR International, where he was a partner. Previously, he served as vice president of sales for PreTrax, a provider of background and drug-screen solutions.

Karen Goldstein has joined the broker-dealer CUSO Financial Services and Sorrento Pacific Financial as vice president of practice management and training. Broker dealers, L.P. She oversees practice management consulting, offering wealth management best practices and comprehensive growth strategies to assist advisors, sales assistants and program managers in differentiating their practices and developing business plans.

Alliant hired Arlene Potts to be a vice president within its Employee Benefits Group. She’ll work with a portfolio of clients to provide strategic employee benefits solutions designed to reduce healthcare costs and optimize organizational performance.

Clare Hart, formerly president and CEO of Sterling Talent Solutions, joined the board of Billtrust, a payment cycle management solutions provider.

Ralph DiZio, Dice’s former director of global agency sales, has joined neuvoo as vice president, agency relations.

Alex Markevich became senior QA automation engineer at BirdDogHR.

Shay Moran was promoted to strategic account manager at Workiva. She had been a sales development representative.
