Monster named Steve DeLisle as chief technology officer. DeLisle, who will join the company on October 22, will be responsible for all aspects of the global technology organization, including infrastructure, business applications, security, product engineering and architecture.
The Oracle Applications Users Group named Ragan Cohn as its new executive director. Cohn will advise and assist the board of directors on matters of strategy and ensure that all operational, financial and member-experience initiatives are successfully executed.

Gilligan started as a recruiter in the company’s New Jersey office 10 years ago and has held multiple roles throughout the organization. Aetna named Michael A. DiSimone to be the new president and CEO of PayFlex. He joins from Aetna’s HR organization, where he currently holds the position of vice president, Global Business Solutions. DiSimone’s responsibilities will focus on leading the organization’s strategy and operations across its portfolio of health financial services solutions.
Executive search firm JBK Associates International hired Paul Stefunek as managing director. He joins JBK with 25 years of senior-level search experience, most recently with ZRG Partners, where he was managing director, and DHR International, where he was a partner. Previously, he served as vice president of sales for PreTrax, a provider of background and drug-screen solutions.
